Mother Billie Screven was born in Newark, New Jersey on December 19, 1944. Mother Screven was saved in 1963 and joined the Bethesda COGIC under the leadership of the late Bishop James H. Screven. Mother Screven met her husband, Elder David M. Screven at Bethesda and the two of them joined in holy matrimony on May 15, 1966. They have been "in love" ever since. From this loving union, two children were born: Lisa C. and David Eric.

Mother Screven relocated from Newark, New Jersey to Harrisburg, Pennsylvania with her husband and two children when Elder Screven was installed as the Pastor of the Emanuel COGIC. While raising her children, Mother Screven consciously chose to be a stay-at-home mother in order to provide nurturing and guidance to her children. When both of her children had graduated from high school, Mother Screven decided to enroll in college to become a teacher in order to fulfill her lifelong dream of working with young children.

In December 1993, Mother Screven, as a "non-traditional" student, graduated from Millersville University with a Bachelor of Science degree in Early Childhood and Elementary Education. Shortly after her graduation, Mother Screven was employed by the Harrisburg School District. She worked with the Harrisburg School District as a dedicated and loving teacher to her students for a period of twelve years and retired in 2006.

Mother Screven is a dedicated prayer warrior and intercessor. She holds an all-night prayer session each Friday night. Mother Screven is a strong pillar of the Emanuel Church. She was appointed to the Mothers' Board in 1999. Mother Screven loves the Word of God and is a member of the Missionary's Circle. She brings the Word with power and conviction. In 2008, she was appointed as the Director of the Women's Department of Emanuel. Additionally, Mother Screven has loved to sing from her youth and is the leader of the Inspirational Choir. Finally, Mother Screven is a virtuous woman who loves the Lord with all her mind, body and soul.
